Yes, sod can be installed in winter. Winter is actually a good time to install sod since the new turf only has to be watered once after installation. You most likely will not have to water it again until summer.
Sod installed in winter will usually lay mostly dormant until springtime. It grows slowly through the winter, but will take strong root when the weather warms in March. In the meantime, it stops erosion and filters runoff on your lawn.
